THE
PLANS.
Three things in one place: what is being dug up on your street, where the big projects actually stand, and a search of the Town’s own planning papers. Every fact here links back to the page it came from, in the Town’s words, so you can check it yourself.
The Terminals — the grain building on the harbour
The big concrete grain building on the water. The Town bought it in 1997, it has sat empty for decades, and since 2022 the Town has been working with two development companies on a plan for the site. Nothing has been built and the building is still standing.

Where it stands today
Agreements and planning permission. Council told staff to sign the binding agreements in June 2024, and a schedule received by council in September 2025 runs to May 2027 — planning applications in March 2026, council considering them in December 2026, site plan approval in 2027. The Town's own project page shows nothing dated 2026, so whether that March 2026 step happened is not published. No council has ever voted to demolish the building.

What nobody has published yet
- What the Town paid for the building in 1997. No source gives a price.
- Whether the binding agreements council told staff to sign in June 2024 were ever signed, and whether any land has been sold or leased.
- Anything at all dated 2026. The Town's project page lists no 2026 event, so whether the March 2026 planning application went in is not published.
- What the Town has spent in total on studies, upkeep and the project team. The most recent figure anywhere is about $46,000 a year, from 2019.
- The widely repeated figure of about $200 million for the whole redevelopment. It appears in news coverage and on Wikipedia, in no Town document I could find, and it would be the companies' money rather than the Town's. It is not on this page because I could not source it.
- When grain handling actually stopped. The Town's own history says the last rail cars were filled in 1986; the Town's project page says the building has been unused since 1993.
- The minutes and recorded votes. Four of the council decisions above come from the Town's own summary of them on its project page, not from the minutes, which would not load.
Researched from the Town’s own pages and council material on 18 October 2026. Every quote is copied word for word and links to where it is written.
