THE
PLANS.
Three things in one place: what is being dug up on your street, where the big projects actually stand, and a search of the Town’s own planning papers. Every fact here links back to the page it came from, in the Town’s words, so you can check it yourself.
The water plant — the biggest bill in town
The plant that makes Collingwood's drinking water is being made bigger. It is the most expensive thing the Town has ever built, it came in at more than double the estimate, and until it is finished there is a hard limit on how many new homes can be connected.

Where it stands today
Under construction since July 2024, with updates published through July 2026. The Town's own notice in September 2023 put the total at around $270 million and the finish at 2028 rather than 2026. A first extra slice of capacity was expected to be switched on in the summer of 2026.
- 26 April 2021Council decided
Council passed a by-law that put a temporary stop on some building while the Town worked out how much water and sewer capacity it actually had.

- 28 February 2022Council decided
Council changed the rules so that most building cannot go ahead until the Town confirms there is enough water and sewer capacity for it.

“February 28, 2022: Zoning By-law Amendment 2022-007 was passed, requiring that adequate water and wastewater services, including available capacity be confirmed by the Town before most development and construction may proceed.”

The building prices came in. The lowest was more than double what the Town had expected a year and a half earlier, and the finish date moved back by about two years.

“The unofficial low bid received today was $212M for construction alone. The total project costs are now estimated to be in the range of $270M, and the timeline to complete the project has also been extended by about two years longer than originally projected.”

The Town said plainly that it and New Tecumseth could not pay for the whole thing themselves, and called it the largest investment in either town's history.

“It is the largest investment in Collingwood and New Tecumseth's history and an enormous amount of work has happened to get us where we are today.”

What nobody has published yet
- What the final bill will be, and who pays which share of it. The Town said in 2023 that it and New Tecumseth could not fund the whole cost themselves.
- Whether the extra capacity due in the summer of 2026 was actually switched on. No notice saying so has been published.
- Whether the 2028 finish date still holds.
