READ
THE
PLANS.

Three things in one place: what is being dug up on your street, where the big projects actually stand, and a search of the Town’s own planning papers. Every fact here links back to the page it came from, in the Town’s words, so you can check it yourself.

Read this first. This is my campaign’s tool, not the Town’s, and it is not legal advice. The two “sides” below are meant to be one-sided — that is the point of them. Short summaries can be wrong or out of date. Before you rely on anything here, click through and read the real page it came from.

The water plant — the biggest bill in town

The plant that makes Collingwood's drinking water is being made bigger. It is the most expensive thing the Town has ever built, it came in at more than double the estimate, and until it is finished there is a hard limit on how many new homes can be connected.

5 years from the first written record to today, and 7 steps in between. Every one is listed below, in the Town’s own words.

Where it stands today

Under construction since July 2024, with updates published through July 2026. The Town's own notice in September 2023 put the total at around $270 million and the finish at 2028 rather than 2026. A first extra slice of capacity was expected to be switched on in the summer of 2026.

    Council decided

Council passed a by-law that put a temporary stop on some building while the Town worked out how much water and sewer capacity it actually had.

Show me where it says that
“April 26, 2021: Council passed an Interim Control By-Law (ICBL).”

  2. 28 February 2022
    Council decided

Council changed the rules so that most building cannot go ahead until the Town confirms there is enough water and sewer capacity for it.

Show me where it says that
“February 28, 2022: Zoning By-law Amendment 2022-007 was passed, requiring that adequate water and wastewater services, including available capacity be confirmed by the Town before most development and construction may proceed.”

  3. 12 September 2023
    Money approved

The building prices came in. The lowest was more than double what the Town had expected a year and a half earlier, and the finish date moved back by about two years.

lowest bid $212 million to build · about $270 million in total · finished 2028, not 2026

Show me where it says that
“The unofficial low bid received today was $212M for construction alone. The total project costs are now estimated to be in the range of $270M, and the timeline to complete the project has also been extended by about two years longer than originally projected.”

The Town said plainly that it and New Tecumseth could not pay for the whole thing themselves, and called it the largest investment in either town's history.

Show me where it says that
“It is the largest investment in Collingwood and New Tecumseth's history and an enormous amount of work has happened to get us where we are today.”

A report to council said how much water was left for new homes, and that a first extra slice of capacity was due to switch on in the summer.

about 892 cubic metres a day left — roughly 670 homes

What nobody has published yet

  • What the final bill will be, and who pays which share of it. The Town said in 2023 that it and New Tecumseth could not fund the whole cost themselves.
  • Whether the extra capacity due in the summer of 2026 was actually switched on. No notice saying so has been published.
  • Whether the 2028 finish date still holds.

Researched from the Town’s own pages and council material on 18 October 2026. Every quote is copied word for word and links to where it is written.
